Biography

Mr. Rutwik Dilip Phatak is an Assistant Professor specializing in Procurement, Operations, and Project Management. He also serves as Project Director at the Capacity Development Unit (CDU), ASCI established in partnership with the Asian Development Bank. He leads consultancy and training programs in public procurement, project, and contract management. An alumnus of IIM Shillong, he has over a decade of professional experience. Prior to joining ASCI, he worked with the Government of India, World Bank, and multiple state agencies where he managed multi-million-dollar procurements and conducted institutional due diligence. He contributed to key policies, including Assam Public Procurement Rules and EXIM Bank procurement frameworks. He played a key role in launching the Open Contracting India initiative. He is among the few certified MAPS assessors in India. His focus areas at present include sustainable procurement, quality oriented procurement and public private partnerships.
